Development of CHM of Thailand
Pursuant to the objectives of CHM, Thailand has established its CHM to enhance capacity of information exchange on biodiversity, which will facilitate cooperation on science and technology among Parties.
Managing and transferring information on biodiversity in the country are crucial tasks of the Clearing-House Mechanism of Thailand. The CHM has been established on the basis of degree of capability of transfer of and access to information. Consequently, it has been developed to work on non-internet and internet systems to ensure information availability through both non-electronic and electronic networks.
However, the CHM of Thailand may also be implemented upon the following guideline.
- Development of lists of data and responsible persons
Clearing-House Mechanism will be useless without information sources available. In Thailand, there are lots of information on surveys and research regarding biodiversity that are not widely known. To comply with the principle of the clearing-house mechanism, sources of important information are required to ensure interlinkage and effective utilization of such information. Therefore, it is necessary to develop lists of data and responsible persons to facilitate access and effective use of those resources.
- Development of Biodiversity Networks
Sources of information are required for developing biodiversity networks. Such development depends on readiness of information to ensure the effectiveness of dissemination, which can be inferred that internet-based mechanism only suits data in computerized format. Those non-digitized are still not accessible through the internet or even computer networks.
- Information and Technology Needs Assessment
A CHM must be established on the basis that it is driven by user needs. Information and technology needs assessment for biodiversity networks is required for developing access to information and technology, such as rearranging data for ease of use, developing systems to collect specific data, and producing media for introducing access to information on the networks.
Technology transfer is still unclear for CHM development. It becomes a conflict among the Parties. In practice, all technologies cannot be transferred. This may limit roles of CHM on this matter, however some technologies can be shared, for instance, technique and procedures on research and conservation of biodiversity.
Considering the above-mentioned guideline, Thailand is ready to continue to undertake the mechanism, but still requires continuously sufficient resources to further develop the CHM of Thailand to completely meet the objectives of the convention and to run by itself sustainably. |
