National Biodiversity Strategies and Action Plans


      In article 6 of the convention, each Party shall develop national strategies and plans for conservation and sustainable use of biodiversity.
In this connection, Thailand established the first national strategy and action plan on biodiversity since 1996, before becoming the Party to the CBD, in order to lay frameworks and determine direction of national implementation on biodiversity. Such national strategy and plan was called “National Biodiversity Strategies and Action Plans” and to be revised every 5 years.

      So far, Thailand has published 3 versions of NBSAPs, the first and the second of which were drafted by a working group appointed by the Subcommittee on Biodiversity under the supervision of National Environment Board. Office of Environmental Policy and Plan—OEPP (later renamed ONEP) had served as the secretary to such working group and subcommittee. The third version was developed by the committee on conservation and sustainable use of biodiversity, appointed by Prime Minister Office Regulation. The secretary to the committee is Office of Natural Resources and Environmental Policy and Planning—ONEP. The objective of the development of those three NBSAPs is to established national plans that cover all aspects of conservation and sustainable use of biodiversity, to comply with the article 6 of the convention, and to promote relevant agencies to preserve natural resources as well as to enhance their roles and responsibilities on this matter.

      Before launching to the public, the working group and committees had considered and scrutinized those plans and then taken them into several consultation meetings with relevant stakeholders, for instance, government agencies, private organizations, NGOs, mass media, local communities and academic institutions. After the consultation process, the NBSAPs were circulated among relevant agencies for further consideration, and then were respectively issued to the Subcommittee on Biodiversity and Committee on Conservation and Sustainable Use of Biodiversity. Finally, they were submitted to the Cabinet for endorsement and have become effective since then.

Strengthening people in all levels--sub-district administration organizations, local administration organizations and local communities--in conservation and sustainable use of biodiversity. Conducting campaigns on sustainable use of biodiversity in community forests, wetlands conservation and restoration.
